Riding a motorcycle is a fun and popular way to get around in Texas. Before hitting the road, you should know the state’s licensing, helmet, and insurance rules. Young riders also have additional requirements and restrictions to be aware of.

Motorcycle License Restrictions for Minors

Minors in Texas can apply for a Class M license to operate a motorcycle, but some restrictions can apply to young riders. 

A 15-year-old can only receive a Class M license with an “I” restriction, which limits them to operating motorcycles with an engine size of 250cc or less. Once a rider turns 16, they can apply to remove the “I” restriction.

Young riders can hold a motorcycle learner’s permit, which is a Class M license with a “J” restriction. Those with a “J” restriction can only ride when accompanied by a licensed motorcycle operator at least 21 years old within visual range. 

The “J” restriction can be removed after completing the safety course and passing the riding skills test. The permit allows younger riders to gain experience before transitioning to unrestricted riding.

Motorcycle Licensing for Minors in Texas

To qualify for a motorcycle license, an individual aged 15-17 must provide a completed application and have the following: 

  • Completion of a Texas Department of Public Safety (DPS) approved motorcycle safety course
  • A valid Class C provisional license, or a Class C learner license with 24 completed classroom hours of a driver education course
  • Parental permission
  • If in school, a completed Verification of Enrollment (VOE) form
  • Passage of a motorcycle skills test to demonstrate practical riding abilities

At 16, applicants become eligible for a full Class M license after completing all required training and tests.  

Types of Motorcycle Licenses for Adults in Texas

Texas offers a couple of options for motorcycle operation once you’re 18: 

  • A Class M license is a standalone license for individuals who only want to operate motorcycles. 
  • A Class AM, BM, and CM license combines motorcycle privileges with the standard Class A, B, and C driver licenses. 

Each license type requires applicants to complete a basic rider safety course approved by the DPS and pass a vision screening. Applicants must also complete written and road skills exams unless exempted.

Helmet Laws and Insurance Requirements

Texas law requires all motorcycle operators and passengers under 21 to wear helmets. They must meet all of DPS’s protective headgear requirements. 

Older riders may choose not to wear helmets if they:

  • Are at least 21 years old,
  • Have completed a DPS-approved motorcycle safety course, and
  • Carry specific health insurance coverage.

Every motorcycle operated on public roads in Texas must carry liability insurance. The minimum required coverage is $30,000 for bodily injury per person, $60,000 per accident, and $25,000 for property damage per accident.

Even if they meet the requirements to ride without a helmet, motorcyclists in Texas should consider wearing one anyway. Helmets have been shown to be 37% effective in preventing fatal injuries in motorcycle operators. They’re even more effective for motorcycle passengers.
