ATD says traffic backups in Austin caused by distracted driving

This common occurrence causes backups because traffic signals have no way of knowing that vehicles are not moving as expected. Traffic lights are just going to assume that all vehicles moved when the light turned green. If the traffic light does not detect a vehicle, it assumes all vehicles moved from the queue and turn red.
